TKE Engineering to Provide On Call Inspections and Construction Mgmt. for Dog Park

As was presented last month, the Grand Terrace Dog Park, which overlooks the Cities of Grand Terrace and Colton on Vista Grande, will soon be completed.  At the past council meeting, TKE Engineering, Inc. had submitted a proposal to perform additional on-call inspections and construction management services for the Grand Terrace Dog Park along with a speed survey.  G. Harold Duffey, City Manager, stated that the request for these services was made at his direction.  One of the major concerns at the Dog Park was both the ADA Accessibility and modification of the park so the slope is correct. Because of this concern and possible others, it had become necessary to have someone on-call when the contractor was performing the more detailed tasks to avoid any possible problems that may arise.  Both Councilmembers Hussey and Wilson didn’t see the need to incur the additional costs to the current dog park budget and felt that the City Engineer could perform those tasks. After hearing the Councilmembers' concerns, Duffey said “With the significant cost of the dog park and based on his experience, the inspection service is a good investment to have, especially with the location and design of the dog park.

At that point, upon further discussion with the Mayor and Councilmember Henderson, Henderson proceeded to call for the question, and the measure became a lost motion with a vote of 2-2.  At the previous meeting in January, City Attorney Richard Adams stated, “ In the past City Council approved policies and procedures for its meetings, one of those rules was Rule 7.4, and in it is the definition of a lost motion.  Since one of the council members was not present at the last meeting and Council voted 2-2 on the item presented, therefore the motion was lost.  On a lost motion, Rule 7.4 states the item automatically comes back to the next meeting.  A new motion was then entered by Sylvia Robles, Mayor Pro Tem (absent at the last meeting), and seconded by Kenneth J. Henderson, council member. With the vote of 3 Ayes and 2 Nays, the motion passed.  The Council approved the amendment to the TKE Engineering, Inc. professional services agreement to provide on-call inspection and construction management services for the Grand Terrace Dog Park and a Speed Survey.
