Freeway Underpass Beautification Project Set to Begin Work

The city of Redlands is set to begin construction on a downtown freeway Underpass Beautification Project designed to enhance the appeal of Redlands downtown gateways, promoting tourism, improving connectivity between north and south Redlands and aiding economic development and business retention. On Sept. 16, the City Council awarded the contract for construction of the Underpasss Beautification Project. Construction is scheduled to begin next week and is anticipated to be completed by late November. The contractor for the project is Three Peaks Corporation of Calimesa. The contract awarded to Three Peaks was in the amount of $215,370 and all project costs will be funded by last year’s sale of the Palmetto Grove in the northwest corner of the City. No General Fund dollars will be used to construct this project. The project will beautify the underpasses at Eureka Street, Orange Street and Sixth Street, considered the gateways to the downtown area from Interstate 10. Improvements to be constructed as part of the project include installation of frames with 22 murals depicting historic citrus labels and historic Redlands buildings, painting of the underpass walls and replacement of existing lighting with energy efficient LED lighting. Each of the murals will include an anti-graffiti film. A report prepared for the California Department of Transportation studied economic impacts of similar projects in downtown areas and found they resulted in a significant 24 percent growth in the retail sectors. The Underpass Beautification Project is designed and will be managed by the City of Redlands Municipal Utilities and Engineering Department. The City will make a concerted effort to minimize disruptions for residents and businesses in the project area. Travel from north to south beneath the underpasses will be available at all times. Traffic control will be installed in the area during construction but is anticipated to be removed daily. Work is anticipated between the hours of 7a.m. and 5 p.m., Monday through Friday. The City appreciates the public’s patience and assistance during the beautification of the three underpasses.
