Grand Terrace has New City Manager On Board

At the past Grand Terrace City Council meeting, the Council approved the hiring of a new city manager, who was the former Compton City Manager, G. Harold Duffey. Duffey will take over the reins of the city effective June 1. Duffey has over 25 years of experience with municipal leadership roles that include stints with the City of Riverside, County of San Bernardino, the City of Sacramento, the County of Yolo, and City Administrator in Oroville, Calif. He is a graduate of Redlands University where he received his Bachelor of Arts in Political Science and Sociology and then he went on to receive his Masters’ Degree in Public Administration from CalState San Bernardino. The selection of Duffey came after the council appointed a Council Ad Hoc Committee of Council Members Jackie Mitchell and Doug Wilson to provide direction to Paul Kimura of William Avery and Associates, who was responsible to negotiate an employment agreement, on the negotiations with prospective candidates. Mr. Duffey was selected as the top choice by the committee. Mayor Darcy McNaboe has said, “Mr. Duffey brings the desired business focus and clear understanding of the council’s vision for the future and his experience with municipal budgets, public safety, infrastructure maintenance, and development are key components that hopefully insure that Grand Terrace will remain a fiscally solvent community, into the future.” Duffey has responded by saying, “This is a wonderful opportunity for me professionally and personally. I am excited about returning to work with policymakers that value fiscal prudence and service standards that enhance the quality of life for their residents.” The city manager will be a salaried employee and the annual salary will be $180,000 per year. He will receive the standard benefits received by the management employees of the city, including, but not limited to, CalPERS retirement, health care, car allowance of $4,800 annually, and sick leave. The total benefit package is approximately $51,775. Duffey replaces interim City Manager Carol Jacobs, who held her post since January 2015. The City of Grand Terrace is a full-service Council-Manager form of government.
